SELECTION OF ARCHITECTS
BREDA -CS NSP

The municipal executive of the city of Breda is proposing to build a new Public Transport Terminal Complex in partnership with the Dutch government and Netherlands Rail (the national rail operator). This Terminal Complex will be surrounded by tens of thousands of square metres of newly-built office space, retail outlets, amenities, residential units and parking garages. With the execution of this project, Breda will take a major step towards the further consolidation of its position within the euregion (the wider EU region). The public transport provisions around the station will also be wholly redesigned with a strong focus on pedestrians.

OntwikkelingsDienst Breda [Urban Development Unit], an agency of the municipality of Breda, will act as principal. It will award contracts through a closed tender procedure as defined in the EU Services Directive (92/50/EEC, which includes 97/52/EC).

The tender will cover the following contract:
  • a provisional design.
  • a definitive design.
  • supervision of the overall design, location and dimensions of the project, plus the definitive choices of material, finishing and detailing during the specification and execution phase.

For the Public Transport Terminal Complex, comprising:
  • the railway station
  • the bus station
  • the bicycle stalls
  • the carparks belonging to the Public Transport Terminal
  • the real estate development on the edges of the Public Transport Terminal
  • the commercial amenities within the Public Transport Terminal; and at ground level of the Real estate development
  • the public space in front of the terminal.
Candidates are also asked to provide an architectonic/urban development vision of how the Public Transport Terminal Complex will fit in with the Stationskwartier [station district] as a whole.

Additional supplementary information concerning the specifications, the design requirements and the selection of the architect(s) is contained in the guidelines governing selection.

The selection criteria set out in the guidelines governing selection will be used to invite a minimum of five and a maximum of seven shortlisted candidates to present their spatial vision on the project. Each candidate will be paid EUR 17,500 retrospectively to cover the costs of these presentations.

The contract will be awarded in accordance with the provisions contained in chapter 12 of the SR 1997, initially for the Provisional Design phase only. The full and final fee for the overall contract will be paid in accordance with the provisions contained in the SR 1997. The RVOI regulations governing the relationship between principals and civil engineering consultants can be applied to the construction and laying of the track-based elements of the station complex. This work shall be governed by Dutch law.

The contract will be restricted to architects who are listed in the Dutch register of architects or a similar register in the country in which the service provider is established. Statutory or administrative provisions will be governed by the terms of the Architectural Practice Act or a comparable regulation in the member state in which the service provider is established.

The contract is expected to be awarded in August 2004, subject to conditions and the Provisional Design phase will be completed in January 2005. Building work is expected during the third quarter of 2006.

Information regarding the specific situation of the service provider and the information and formalities required to assess the minimum legal, economic, financial and technical capacity specifications is provided in the selection guide.

The selection will initially be based on an assessment of completeness and eligibility, and subsequently on an evaluation of the candidate against the suitability requirements. Using the selection criteria, the selection committee will then assess the candidate's technical and organisational suitability against the submitted documentation in relation to the specifications of the contract.

Selection criteria:
  • The architect's design record
  • The overall design capacity of the architect on all scales; essentially an assessment of the architectonic and urban planning quality of his designs, his sensitivity to the project context, his conceptual capacity, and the degree to which design elements such as space, structure, light and materials are combined.
  • The architect's ability to manage and direct the complexity of such an extensive and all-encompassing design and construction process
  • The architect's ability to operate within fixed budgets and timeframes
  • The architect's affinity with the project specification
  • The architect's receptivity to cooperation within the process in a public sector environment.


Upon the award of the contract, the successful candidate will be asked to provide security in the form of a bank guarantee to the value of EUR 50,000, to be issued by a known and reputable financial institution established in an EU member state.

The EU notification was sent to the Office for Official Publications of the EU on 16 February 2004. The call for tenders and the guidelines governing selection can be found on the website www.Breda-CS.nl. The selection guidelines can also be requested by fax on 076- 529 3646 (envelopes should be marked "Selectie architect Breda-CS"). In the event of disparities between this text and that of the EU notification and the accompanying guidelines governing selection, the latter documents (Dutch language version) shall prevail. All applications or expressions of interest, either in Dutch or English, must be submitted by 4.00 p.m. and before 25 March 2004.
